Son of John Lyne, farmer and Lillian Cross Carmichael Hume.

13th Premier of New South Wales. A member of the Protectionist Party, he served as premier from 14 September 1899 to 27 March 1901. He was also a member of the New South Wales Parliament for Hume serving from 29 November 1880 to 20 March 1901 and Member of the Australian Parliament for Hume serving from 29 March 1901 to 13 May 1913. After leaving as premier, he served as Australia's Minister for Home Affairs from 1 January 1901 to 11 August 1903, Minister for Trade and Customs from 5 July 1905 to 30 July 1907 and Treasurer of Australia from 30 July 1907 to 12 November 1908. He is best remembered as a strong protectionist and fought hard for high tariffs. He also strongly supported railway expansion.
