Governor of New South Wales. He served as governor from 17 February 1918 to 15 September 1923. Prior to becoming governor, he studied at Magdalen College School, Oxford, and graduated from Christ's College, Cambridge. He joined the Ceylon civil service and then became Chairman of the Colombo Municipal Council and Mayor of Colombo from1897 to 1898. In 1902 he was appointed Colonial Secretary in the Colony of Transvaal. In 1904 he was appointed as Governor of the Seychelles and served until 1912. In 1913 he was appointed as Governor of the Dominion of Newfoundland serving there until 1917. He then became became governor of South Australia. He is best remembered for his long and exemplary service as an administrator.
