The second wife of Lord John Russell (1792-1878), married 1841. She gave birth to four children and helped raise two step-children and, later, two grandchildren. One of the grandchildren was Bertrand Russell, who became a noted mathematician and philosopher.

In 1884 Frances became a Unitarian.

She opposed Britain's imperialist wars, supported Irish Home Rule, and advocated abolition of the House of Lords. She favored abolition of the teaching of religion in tax-supported schools.
