Elmer R. Burns was born near Burns Flat, in Western Oklahoma. The Burns Flat community, which was later the site of the Clinton Sherman Air Force Base, received its name from Mr. Burns' grandfather.

He graduated from Cordell High School, and attended the University of Oklahoma earning a bachelor of science in petroleum engineering in 1943. During his tenure at the University, he was named to Tau Beta Pi for his outstanding scholastic achievement.

While at the University of Oklahoma, Mr. Burns met and married Barbara Cobbs, a native Nowatan. After graduation from the University, Burns served as 1Lt in field artillery in the U.S. Third Army under the command of General Patton. At the completion of his military obligation, Mr. and Mrs. Burns returned to Oklahoma and established their home in Pawhuska.

In Pawhuska, Burns was employed as a petroleum engineer for the Osage Indian Agency. In June 1947, the Burns moved to Nowata. Mr. Burns assumed management of the Roy E. Cobbs Dry Goods store and the Roy E. Cobbs Ranch. Burns became owner of the store in 1949 and maintained ownership until the business was sold to Sharpes in 1965. Mr. Burns first became affiliated with the Victory National Bank in 1951 as a director. In January 1960, he joined the staff of the bank as vice-president. Mr. Burns was elected President of the bank in July 1963 and served in that position until October 1979 when he was elected chairman of the board of directors of the bank. Elmer R. Burns was a lifetime honorary member of FFA and 4-H. He was past president of the Nowata Area Chamber of Commerce, and the Nowata Rotary Club. He served as chairman of the Nowata County Red Cross and as a director on the Nowata General Hospital board. He was a member of the Nowata Masonic Lodge, the Bluestem Cattleman's Association, the Oklahoma State Cattleman's Association, and the American National Cattleman's Association. He provided funds to build married student housing at O.B.U. in honor of the Burns & Cobbs. Mr. Burns was also involved in farming family property in Burkburnett, Texas.

His wife preceded him in death in 1988.

In 1990 he married Dana Clasby and established his residence in Oklahoma City. Dana preceded him in death in 2001.

Mr. Burns is survived by two daughters, Becky Bellatti of Nowata, and Bonnie Vaughn of Aurora, CO; grandchildren, Chuck and Melinda Bellatti of Prosper, TX, Tom and Doryss Bellatti of Bixby, OK, Julie (Bellatti) and Allan Goodwin of Frisco, TX, Elizabeth (Vaughn) and Pete Pheteplace of Durango, CO, and Rob Vaughn of Fort Collins, CO; and great grandchildren, Lauren and Nathan Bellatti of Prosper, TX, Nick and Abbi Bellatti of Bixby, OK, and Glenn Goodwin of Frisco, TX, as well as a sister, Wynema Caswell and his very special friend Margaret Davis.

He was a dedicated Christian man who always gave unselfishly of his time and energy to better the world in which he lived.

Services: Wednesday June 28th at Westminster Presbyterian Church. A Committal service: Wednesday at Memorial Park Cemetery in Nowata, Oklahoma. In lieu of flowers, donations may be made to the charity of the donor's choice.
