Hugh C. Blizard was born in Toronto, Ontario, to David Collin and Winifred Maxwell Blizard. Husband of Mildred Blizard. He attended Davisville Public School, Normal Model and Northern Vocational. Blizard enlisted with the Royal Canadian Air Force and served as an instructor at Shephard, Alberta, for one year before being sent overseas in May, 1944. On January 17, 1945, his fighter plane crashed upon landing, resulting in Blizard's death.
