U.S. Congressman. He graduated from the law department of the University of Michigan in 1881, was admitted to the bar and commenced to practice law in Elyria, Ohio. Entering politics, he served as prosecuting attorney of Lorain County, Ohio, (1885-88). In 1909, he was elected as a Democrat to the Sixty-first, Sixty-second, and Sixty-third Congresses, serving until he resigned in 1914. He was then appointed by President Wilson Ambassador to France, serving until 1919. After leaving his post in France, he returned to Elyria, Ohio and engaged in literary pursuits until his death.
