He attended Norwich University from 1862 to 1863, and left to join the Union Army during the Civil War. He enlisted in Company D, 11th Vermont Infantry as a Private, received a Lieutenant's commission in Company A, and earned brevet promotions to Captain and Major for heroism in several engagements, most notably the Battle of Cedar Creek. He was wounded in 1864, and mustered out in June, 1865. Baxter was the proprietor of the American House hotel in Boston from 1865 to 1889. He then moved to Seattle to manage the Bellevue House, and died after residing there for about 18 months.
