Politician. He is remembered as a member of the Spanish Cortes for Oviedo. He was one of the main writers of the first Spanish Constitution of 1812, and the next Constitution in 1837. He was president of the Spanish Parliament and Home Secretary between 1820 to 1823. He was a strong debater, representing with the liberal faction of the Parliament. He promoted freedom of the press, free-market for trading, the abolishment of torture, the prosecution of slave trade and the abolishment of the jurisdictional power of manors. In 1823 he fled the country to England in exile after the absolutist reaction. After his return to Spain in 1834, he became the appointed legal guardian of Queen Isabella II and president of the Parliament. As a lawyer, he tutored law students until 1843.
