U.S. Congressman. He was employed in a harness shop, apprenticed as a printer, and then was owner and publisher of the Guernsey Times Ohio, (1840-45, 48-55). He was secretary of the Guernsey County Board of School Examiners, (1841-44). In 1855, he was elected as an Opposition Party candidate to the Thirty-fourth Congress, serving until 1857. After his term, he was a delegate to the Ohio State Republican National Conventions in 1860. During the Civil War, he served as chairman of the Guernsey County Military Committee and by appointment of President Lincoln, served as internal revenue collector for the sixteenth Ohio district, (1862-69). He was a delegate to the third Ohio State constitutional convention in 1873, a member of the Ohio State board of charities in 1875 and president of the board of school examiners of the Cambridge Union School, 1881 until his death at age 67.
