Idaho Governor, U.S. Senator. Educated at Leavenworth Normal College, he taught school and was editor of the Kansas Enterprise. Moving to Chicago, in 1890, he engaged in the sale of Texas lands, moved to Idaho, in 1895 and became interested in the development of water power and in irrigation projects. He was president of the Trans-Mississippi Commercial Congress, vice president of the National Irrigation Congress, (1904-06) and chairman of the Republican Idaho State central committee, (1904-08). In 1909, he was elected as a Republican the 8th Governor of Idaho, serving until 1911. During his tenure, a school for the deaf, dumb and blind was founded, direct primaries were instituted, appropriations were secured for the initiation of the Idaho Children's Home Finding and Aid Society. Also Idaho's sanitary and pure food department was advanced, and the Boise chapter of the national council of women voters was organized. Unsuccessful for reelection, in 1913, he was elected as a Republican to the United States Senate and served until his death from a heart attack at age 55.
