U.S. Congressman. He attended the West Nottingham Academy, graduated from Princeton College in 1760, graduated as a physician from the College of Philadelphia in 1768, becoming the first person to receive a medical degree in America, and proceeded to practice medicine in Harford County, Maryland, in 1769.

On March 22, 1775, Archer was one of 34 leading Harford County men to sign the Bush Declaration.

During Revolutionary War, he raised a military company, served as a Major in the Continental Army and was aide-de-camp to General Anthony Wayne. After the war, he was a member of the Maryland State House of Delegates, (1779-80). In 1801, he was elected as a Republican to the Seventh, Eighth and Ninth Congresses, serving until 1807. After his term, he lived in retirement until his death at age 69.
