Dominican Religious Figure. Cardinal of the Roman Catholic Church. Born on November 16, 1906, in Seibo. He studied at the Seminary Santo Tomás de Aquino, in Santo Domingo and then at the Pontifical Gregorian University, in Rome. He was ordained on August 13, 1933, in Santo Domingo and from 1933 to 1945, he held various patoral functions in the Pastoral work in the archdiocese of Santo Domingo, such as secretary general of archdiocese, director of ecclesiastical bulletin and of weekly newspaper Verdad Católica, of the Catholic radio station, founder of Federation of Catholic Youth, president of ecclesiastical tribunal, organizer of the Dominican Synod, honorary canon of metropolitan chapter, pro-vicar general, pastor of metropolitan cathedral. He was elected titular archbishop of Eucaita and appointed coadjutor of Santo Domingo, with right of succession, on May 2, 1945. He acted as Apostolic administrator sede plena of Santo Domingo before ucceeding to primatial and metropolitan see of Santo Domingo, on December 10, 1961. Pope Paul VI created him cardinal, on May 24, 1976. He participated in both conclaves of 1978. He resigned pastoral government of his archdiocese, on November 15, 1981. He died on Death. December 1, 1990, in Santo Domingo.
