U.S. Congressman. Born in Harrisonburg, Virginia, he graduated from the law department of Washington and Lee University, was admitted to the bar in 1893 and commenced the practice of law in Charleston, West Virginia. During the Spanish-American War, he served as a Captain in command of Company A, 2nd West Virginia Volunteer Infantry, U.S. Army. After the war, he was prosecuting attorney of Kanawha County, (1900-12) and as assistant United States attorney for the southern district of West Virginia, in 1904. In 1913, he was elected as a Republican to the Sixty-third Congress, serving until 1915. An unsuccessful candidate for reelection, he resumed the practice of law and was killed at age 52 by lightning in Charleston, West Virginia.
