Criminal, Murderer. In 1965 Waters was arrested for murder and in 1994, was arrested for embezzling money out of several companies, totalling over $52,000. In the early 1990s he began working for the American Atheists Inc, a company founded by well-known atheist leader, Madalyn Murray O'Hair. In August 1995, Madalyn Murray O'Hair, her son Jon, and granddaughter Robin, went missing with over $600, 000. It was long thought that the O'Hairs' had moved to New Zealand, but no evidence was ever found of this. After the disappearance of the O'Hair family, the truth began to unfold and Waters and 2 co-conspirators were arrested for the kidnapping and murder of the O'Hairs, but with no bodies, he couldnt be tried for murder. Along with his conspirators, Gary Karr, and Gerald 'Chic' Osborne, they were all sentenced to prison for embezzlement, Waters' sentenced totalling 60 years. In January 2001, the dismembered skeletal remains of the O'Hairs were found buried in a grave on a ranch in Texas. Waters was never tried for the murders but was given an additional 28 years in prison. At about the same time of the discovery of the bodies, another body belonging to Danny Fry, was found headless and his hands cut off. He was an earlier conspirator of the group, and Waters was suspected in his murder also. The remains of the O'Hairs were cremated and buried in unmarked grave. The story was featured on an episode of A&E's "American Justice." Waters died on January 27, 2003, of lung cancer, at the Federal Medical Center in Butner, North Carolina.
