US Congressman. He graduated from Miami University Ohio, in 1853, was ordained a Presbyterian minister in 1857 and began preaching in Stockton, California. During the Civil War he was a chaplain of the 3rd Regiment, California Volunteer Infantry, Union Army. He mustered out of Federal service 1863, when appointed agent of the United States Sanitary Commission, serving (1863-65). Moving to Kansas, in 1868, he was pastor of the First Presbyterian Church in Junction City, regent of the University of Kansas, (1872-73) and president of the Kansas State Agricultural College, (1873-79). In 1879, he was elected as a Republican to the Forty-sixth and to the next three succeeding Congresses, elected as an Independent Republican to the Fiftieth Congress, reelected as a Republican to the Fifty-first Congress, serving (1887-91). After his term, he was appointed United States consul general to Cairo, Egypt and was office until his death at age 57 at a hospital in Liverpool, England.
