President of Iraq. Al-Bakr served as President of Iraq from July 17, 1968 to July 16, 1979. He entered the Iraqi Military Academy in 1938 after his early career as a school teacher. Al-Bakr was a member of the Ba'th Party and was forced to retire from the Iraqi army in 1959 for revolutionary participation. He became prime minister in 1963 for 10 months after the Ba'th coup of 1963 and after another Ba'th coup in 1968, became president of Iraq. Al-Bakr ruled in concert with fellow Ba'th leader Saddam Hussein and his foreign policy brought isolation and conflict with moderate Arab leaders. Border claims against Iran made bringing Iraq's Kurd population under control impossible until an agreement was reached in 1975. His economic policy first continued the previous regime's five year plan, but increased oil revenues brought about industrial expansion. Al-Bakr suffered a heart attack in 1976 and delegated most of his responsibilites to Saddam Hussein who succeeded him in 1979.
