Philippine businessman and political figure. Born into a wealthy family, he was educated in Manila and began learning shipbuilding and repair when he worked in the shipyard machine shop of a firm in which his father was a partner. As his career progressed he became an engineer in his father's firm and with other companies, and also served as Administrator of the Port of Manila. In 1901 he founded his own marine engineering firm, Manuel Earnshaw and Company, and in 1912 organized a new company, Earnshaw Slipways and Engineering, with operations throughout the Pacific, including Hawaii. In 1912 Earnshaw was elected as an Independent to the post of Resident Commissioner to the US House of Representatives and served one four-year term, March, 1913 to March, 1917. He was not a candidate for reelection in 1916 and returned to his business interests. Earnshaw retired in 1921 and divided his time between homes in Cavite and Manila. He was the older brother of Manila Mayor Tomas Earnshaw, who was a partner in many of his commercial ventures.
