Born at Independence, Missouri., Mar. 17, 1857, son of John and Tabitha (Turner) Napier. Graduated from the University of Missouri in 1877. He entered the mercantile business at Boulder, Colorado, and in 1887 removed to Glenwood Springs and founded a dry goods store which became one of the largest department stores on the western slope. In 1904 he organized the Citizens National Bank, Glenwood Springs, and was its president at the time of his death. From his large-minded interest in the welfare of the people he naturally came into politics. He was for eight years a member of the Glenwood Springs board of education, after which he served two terms as city mayor. In 1905 he was elected to the Colorado house of representatives and in 1907 was sent to the state senate. He died while in office, March 12, 1919
